You'll need to define terrorism. It comes in many forms. Based on your list of options, It would seem to me as though you are defining by outright senseless violence. There are more subtle forms of terrorism, such as the War on Terror. It's non-specific nature enables world governments to target dissidents regardless of the nature of their dissent, and eliminate obstacles to government and corporate enterprises by claiming that they are aiding terrorist facilities, or harboring terrorists.
